Water and Electricity are available. Access only over private land, but there are at least 3 different possibilities with friendly neighbours.....

On the hill top, behind the border of the land, there is an electric high tension line crossing over the Hill. But from where the house would be, this line in the back of the hill could probably barely be seen.

Below the hill there is an other piece of land, with about 2 acres - which might be for sale too. In this case there could be built a nice little resort with up to about 5 bungalows and one would have direct access.
